Midwest Student Exchange Program (MSEP)

Drastic Tuition Reduction for Out-of-State Students from the Midwest

The Midwest Student Exchange Program (MSEP) significantly reduces out-of-state IUPUI tuition—to 150% of in-state tuition—for students from participating states. The reciprocity program automatically covers all entering and current out-of-state students. You don’t need to apply!

Calculate Your MSEP Reduced Tuition

To calculate the MSEP reduced tuition, multiply IUPUI in-state tuition by 1.5. For example, if in-state full-time tuition for IUPUI is $8,000 per year, out-of-state tuition for MSEP-eligible students would be only $12,000 per year. Part-time students will also receive the MSEP tuition reduction.

Students receiving the MSEP benefit who also qualify for the Incoming Freshman, Inclusive Informatics, or Transfer Student scholarships will receive the resident amount for those scholarships rather than the non-resident amount.

MSEP Eligibility

There is no MSEP application—eligibility is assessed automatically for current and new students from participating states. In other words, there is nothing you need to do! Most undergraduate programs are covered by MSEP. See which degree programs qualify.

You will continue to receive the MSEP award every year, as long as you remain a resident of an MSEP state and you are making satisfactory progress to remain in your degree program. For more information, read the IUPUI MSEP FAQ. Contact the Office of the Registrar at or 317-274-1519 with questions about eligibility. If you want to know how the MSEP tuition reduction will appear on your bill, contact the Office of the Bursar at or 317-274-2451.
